The plan of the Israel Land Authority to build 40,000 new homes in the Jerusalem Hills is causing a controversy.
The Jerusalem Urban Branch of the Society for the Protection of Nature in Israel (SPNI) opposes the project on the grounds that the environment of the suburbs should be preserved, while more housing should be added inside the city. VOI's Molly Livingstone challenges this idea.
